In the midsummer month of the Year of Gabsin, King Gwangri, the Dragon King of the Southern Sea off the coast of Busan, embarked on an extravagant renovation project, aiming to enhance the grandeur of the already magnificent Yeongdeokjeon Palace. However, after three days of lavish VIP parties, King Gwangri falls ill. He receives a prescription from the renowned doctor, the Master Flower Path, stating that rabbit liver is the cure.
Faced with this predicament, the ministers gather for an emergency meeting. After careful deliberation, they unanimously decide that the terrapin, a humble official with a large family to support, should be entrusted with the task of retrieving the rabbit liver.
